Overview of Display Energy Certificates

The requirement for Display Energy Certificates came into effect on 1 October 2008.

Display Energy Certificates are only required for buildings that are occupied by a public authority or an institution providing a public service to a large number of persons. All buildings with a total internal floor area greater than 1000 square metres are affected.

Display Energy Certificates are valid for one year, and must be renewed and updated annually. The Advisory Report, which accompanies the initial DEC, is valid for 7 years.

Who can provide Display Energy Certificates?

Only accredited persons can produce and issue these certificates.

To check the credentials of any assessor, use the assessor search engine from the Non-Domestic Energy Performance Certificate Register web site. From the options, first select "DEC" from the Assessor Type drop-down menu, and then enter the surname of the assessor.

What information does a Display Energy Certificate contain?

The Display Energy Certificate (DEC) format is broadly similar to the labels provided with domestic appliances such as refrigerators and washing machines.

Display Energy Certificates show the actual energy usage of a building - the Operational Rating - and help the public see the energy efficiency of a building. This is based on the energy consumption of the building as recorded by gas, electricity, and other metered energy use. The DEC should be displayed at all times in a prominent place clearly visible to the public. A DEC is always accompanied by an Advisory Report that lists cost effective measures to improve the energy rating of the building.
